When does knowledge become a working capability?
Knowledge becomes operationally useful when a method can guide a relevant decision or produce an appropriate working artifact. “Executable knowledge” emphasises the progression from information to application; it does not mean every source can safely be converted into autonomous software.
Retrieving and applying are different.
A retrieved passage may explain a methodology. Applying it requires knowing the inputs, sequence, conditions and interpretation of its outputs.
A useful implementation retains the source while adapting the work to the person and business situation.
A small diagnostic example.
A method says to define an outcome, assign an accountable owner and establish delegated authority before scaling a workflow. A diagnostic can ask whether those conditions have been met.
When the owner has not been assigned, the next step is to resolve ownership—not generate a confident scale-up plan. The recommendation follows the source’s decision structure.
Applicability and rights remain attached.
A method can be valid in one situation and inappropriate in another. A licence to use material internally does not necessarily allow republishing or commercial sublicensing.
Record what comes from the method, what comes from the current context and what is still assumed.
